In 1970 the First Division decided to expand from 16 to 18 teams, the
Second Division champion Zacatepec was promoted and there were a promotion
for the other place. The teams were Nacional, Naucalpan, Puebla and
Union de Curtidores. Puebla won the promotion and was promoted.
