Name changes:

Ansat Pavlodar became Irtysh Pavlodar
Aktyubinets Aktuybinsk merged with Tsesna to form Aktobemunay Aktyubinsk.

It would seem that Bulat Temirtau were not relegated after all, as
instead Kaynar Taldy-Kurgan, Munayshi Aktau, Tobol Kustanay, and
SKIF Ordabasy Chimkent either withdrew or were relegated.

Only Avtomobilist Shortandy were promoted.

After the season, Yenbek Jezkazgan seems to have changed name to
Ulytau Jezkazgan.
